Essex Safeguarding Children Board (ESCB) (and Essex County Council Early Years and Childcare Service (EYCC)) are seeking to commission a training provider to deliver level 2 Safeguarding Children training across the county for a three (3) year period with an option to extend by two (2) further periods of twelve (12) months at the Authority's discretion. The contract is to commence no later than 1.8.2016.
The trainer will be required to deliver the training in sector specific sessions to early years and childcare settings and to a multi-agency audience. There is scope within this contract to provide by arrangement, with the organisation requesting the training, in-house training sessions either as a 1 day course or modular over 2 or 3 sessions within a specified time period. It is expected that a 1 day course is approximately 6 hours.
The contract will be for 3 years with an option to extend for a further 24 months.

Expressions of interest must be by way of completion and return of the Invitation to Tender (ITT) by the date and time specified in Section IV.3.4) The Invitation to Tender (ITT) is available via the address specified in Section 1.1) (supplier portal) and are available from the 15.4.2016.
The supplier portal will be used throughout the procurement process, and all communications with Essex County Council relating to this procurement exercise must be via the supplier portal. The supplier portal has instructions on how to use the system and access the information as well as a help desk to assist Bidders.
Essex County Council reserves the right to amend time-scales, and change the evaluation criteria if there are genuine omissions or mistakes. Essex County Council reserves the right to cancel the procurement exercise and/or not to award all or part of a contract. Essex County Council will not be responsible for any costs incurred by suppliers in relation to this procurement exercise.
Suppliers are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a supplier considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, clearly identify the specific information it does not wish to be disclosed and clearly specify the reasons for its sensitivity.
