North of England Commissioning Support (NECS) are working for and on behalf of NHS England, Lancashire and Greater Manchester who wish to commission an Enhanced Training Practice for the Morecambe/Heysham area.
The aim of the service is to deliver a comprehensive Dental Enhanced Training Practice (ETP) service for patients within the Morecambe and Heysham geographical area. An ETP is a dental practice delivering NHS primary care dental services with an added undergraduate training element. The training element hosts a training environment for students from the Dental Education Centre, in line with the dental curriculum of the University of Central Lancashire (UCLAN).
The service will provide education and training for 40 weeks per year to a group of 8 dental students for 6 sessions per week (in line with UCLAN curriculum). The practice will have 4 surgeries which will be utilised by the students for the equivalent of 3 full days per week. The remainder of the time the surgeries will be utilised for the regular primary care dental practice element.
The basic principles of the open procurement route will be followed for this procurement to test the capacity, capability and technical competence of Tenderers in accordance with Part B regime of The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption for NHS healthcare procurements before 18.4.2016.
Potential Bidders are to note: It is anticipated that the Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 (TUPE) may apply for this contract. Potential Bidders are advised to form their own view on whether TUPE applies, obtaining their own legal advice and carrying out due diligence.
Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
(a) How, what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and
(b) how, in conducting the process of procurement, it might act with a view to securing that improvement.
Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being. These priorities are described in the Invitation to Tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract.
