Officers Association (CFOA) National Procurement Group and Transport Officers
Group) is leading a procurement project to implement a framework agreement,
specifically for the United Kingdom Fire Sector, for Pumping Appliances, Aerial
Appliances and Special Vehicles.
The proposed high level scope of the framework agreement is (subject to change):
- Prime Contractors for new Pumping Appliances, Aerials and Special Vehicles (with flexibility to free issue the chassis to the Prime Contractor), to include installed equipment
- Conversion and refurbishment services of existing Pumping Appliances, Aerials and Special Vehicles
- After sales support (vehicle maintenance, damage repairs, parts, training etc.)
The vehicles that are captured within the scope are as follows (subject to change):
- Pumping Appliances:
o Light Pumping Appliances (GVW up to 7.5 tonnes)
o Medium Pumping Appliances (GVW 7.5 to 15 tonnes)
o Super Pumping Appliances (GVW over 15 tonnes)
- Aerial Appliances:
o Turntable Ladders
o Hydraulic Platforms
o Aerial Ladder Platforms (ALP)
o Combined Aerial and Rescue Pump (CARP)/ Combined Aerial Rescue Appliance (CARA)
- Special Vehicles:
o Specialist Rescue Vehicles/Units
o Off Road Vehicles
o Bulk Fluid Carriers
o Prime Movers
o National Resilience Vehicles
o Hose Layers
o Incident Support Vehicles
o General Purpose Vehicles e.g. Environment Protection Units, Incident Support Units, Driver Training Vehicles etc.
o Specialist Training Vehicles
The Contracting Authorities who will have access to the framework agreement will be confirmed within the Contract Notice. It is likely that it will be available to:

- Suppliers or Organisations who are the acting agent and responsible for/manage vehicle procurement on behalf of any of the above named organisations will also have access to the framework agreement.
The estimated value of the framework agreement will be provided in Contract Notice. It is estimated that the Contract Notice (call for competition) will be published in September/October 2016. The target date for the framework to go live is February 2017.

The purpose of this Prior Information Notice is to invite suppliers to complete a Supplier Consultation Questionnaire. This pre-market engagement activity provides suppliers the opportunity to inform the development and ongoing management of the future framework agreement.
The Supplier Consultation Process:
The supplier consultation is being run via the Bluelight e-tendering portal (EU Supply). Suppliers are able to access the Supplier Consultation Questionnaire via the following link: https://uk.eu-supply.com/ctm/supplier/publictenders?B=BLUELIGHT and by searching with the keywords ‘Fire and Rescue Vehicles’. The supplier consultation should then appear for you to be able to accept the invitation. Upon your acceptance, you will automatically have access to the questionnaire within the ‘Access Documents’ section. Please note that you have to be registered within the e-tendering portal and logged in to be able to accept the invitation.
