II.4)Short description of nature and quantity or value of supplies or services:
Crown Commercial Service (CCS) as the contracting authority is putting in place a Framework Agreement for the provision of Payroll, Human Resources (HR) and Finance Managed Services (PHRF), intended to be accessed by eligible Central Government and all other UK Public Sector bodies including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations.
This new PHRF framework (hereafter referred to as PHRF2) will replace the existing PHRF Framework Agreement (RM887) which came into existence on 2.12.2011 and is due to expire on the 1.12.2015 (hereafter referred to as PHRF).
This Framework Agreement is for the provision of Payroll / HR and Finance primarily as a managed service but some outsourced elements may be included for eligible wider public sector customers.
It is envisaged that a spectrum of services will be required to meet the diverse range of customer requirements and differing rates of adoption. Requiring the services to be available separately or integrated, ranging from bureau type helpdesk services with access to software, through to fully- managed, outsourced provision. It is envisaged that a range of suppliers and services will be required to meet these distinct requirements.
CCS wishes to carry out market engagement to test assumptions behind the above proposed services and shape the optimal structure to achieve the commercial aims of this procurement.
Details of market engagement activities are provided in section II.7.

Market Engagement:
In preparation for this procurement, CCS will engage with suppliers to establish the most appropriate commercial models and contracting terms to deliver best value.
Supplier Workshop:
In order to do this, market engagement and consultation will take place via a supplier workshop to be held in Norwich, UK. The workshop will be held on 22.3.2016. If you wish to become involved in this market engagement, please register using the CCS eSourcing Suite. Registration details can be found below. At the time of registration you will be able to provide a nominated single point of contact for attendance at this workshop. Please register your interest for this workshop by 5 pm on 18.3.2016.
Once the Supplier Workshop has been completed, or if you are unable to attend the Supplier Workshop on the specified date, any registered user of the eSourcing suite who has expressed an interest in the procurement, can provide additional, supplementary information via the eSourcing Suite messaging service until 5pm on Monday 11th April 2016 for it to be considered as part of the market engagement. The messaging service will facilitate all messages sent to you and from you in relation to this specific procurement. Please note it is your responsibility to access these emails on a regular basis to ensure you have sight of all relevant information.

Crown Commercial Service will process the email and then enable the supplier to access the Market Engagement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done.
