The works/goods/services can be provided only by a particular tenderer for reasons that are: technical
 In order to ascertain the feasibility and scope of the forthcoming 111 Wales system/solution a Pathfinder exercise needs to be undertaken over a 6 month period. Given the scales and scope of work needed to be undertaken and the subsequent Procurement exercise and implementation of the new 111 system a 2 year contract is required.
 It will not be technically feasible for the Authority to procure and implement a new GP Out of Hours service and separately a 111 pathfinder ‘Concentrator’ within this time.

This contract is an interim provision which will be succeeded by the new All Wales 111 Service/solution, for which a Procurement exercise has commenced as per Prior Information Notice 2015/S 132-243234 and initial supplier briefing session undertaken on 10.11.2015.
