The City and County of Swansea wishes to award a contract to Griffiths Waste Management Ltd, Bryntywod, Swansea, to receive and recycle waste wood that is collected from its Household Waste Recycling Centres. The contract shall be for a period of 3 years plus an option to extend for up to a further 24 months, commencing in January 2016.

The City and County of Swansea, in its role as Waste Collection Authority, collects wood at its 5 Household Waste Recycling Centres. It published a PIN in November 2014 seeking expressions of interest from suitable waste contractors who can offer cost effective solutions that will enable the authority to maximise the re-use/recycling of this material with a view of helping the authority meet its statutory recycling targets. The authority currently collects in the region of 4 700 tonnes of waste wood per annum. Only one economic provider was able to provide a local waste transfer station with a cost effective solution with documentary evidence to prove that all processes offered to the authority can be considered as reuse or recycling and are consistent with Waste Data Flow and Welsh Government definitions, and provides 100 % recycling of material received from the City and County of Swansea and will meet the relevant ‘End of Waste Criteria’ and be claimed by the authority as recycled/reused.

The proposed contractor has been identified by the City and County of Swansea as the only available economic operator with the technical and professional ability to provide the service.
All other economic operators that expressed an interest were invited to our Household Waste Recycling Centre in Swansea and upon inspection of the material were only able to offer a biomass/incineration solution which fails to meet the relevant ‘End of Waste Criteria’ and could not offer a solution that can be claimed by the authority as recycled/reused.
Contract value stated in section 11.2) is the estimated value of the contract over its full period of 5 years.
The council shall observe a standstill period of 10 calendar days commencing on the publication date of this Notice prior to entering into the contract.
