Prior Information Notice (PIN) for International Convention Centre, Exhibition Centre and Indoor Arena
Cardiff County Council (‘the Council') is exploring the delivery of an International Convention Centre, Exhibition Centre and Multi-Purpose Indoor Arena within the City.
The Council's Corporate Plan for 2013 - 2017 identifies the delivery of an International Convention Centre and Indoor Arena as one of the key deliverables for developing and attracting high value business activity in Cardiff and is designed to enhance Cardiff's existing conference and sports facilities to stimulate investor confidence in the city.
To provide context and background to the Council's requirement for the delivery of a Convention Centre/Arena the following documents are attached:
- "Rebuilding Momentum” Green Paper;
- Aecom Cardiff Core Area South Masterplan Study;
- Right Solutions Reports on Conference Facilities;
- Cabinet Report (International Convention Centre, Exhibition Centre and Multi-purpose Indoor Arena), 12.9.2013.
Accordingly the purpose of this notice is to assess market interest in a proposed project to deliver a Convention Centre, associated Exhibition Space and a Multi-purpose Arena ("the Project”).
At present the Council's indicative requirements based on market research and informal discussions with other cities, operators and developers are:
Indoor Arena:
- 12,000 -15,000 capacity;
- 9,000 - 12,000 seats;
- Flexible space;
- Horse shoe layout rather than fan shaped.
International Conference Centre:
- 1,500 seat auditorium;
- 5,000 sq m of exhibition space;
- Separate banqueting facilities for 1,500 delegates.
In particular, the Council hopes to receive views from the market in relation to:
1. Optimum size;
2. Optimum location;
3. Configuration (e.g. combined facility, or stand-alone facilities);
4. Delivery model (e.g. design build, finance and operate);
5. Funding model(s) and potential commitments required from the Council; and
6. Preferred procurement route.
The Council is seeking expressions of interest from suitably experienced organisations (or consortia) interested in working with the Council in delivering this Project. The Council invites the market place to inform the Council and to this end would welcome written submissions from suitably experienced organisations, indicating:
a) Their interest in being involved in this Project;
b) The potential commercial options to deliver the Project;
c) Their thoughts and comments on points 1 - 6 above;
d) An indicative timeline for the completion of the Project; and
e) Any other factors considered relevant or suggestions on how your organisation could add value to this Project.
Following consideration of the written submissions the Council may wish to engage in further discussions with the respondents. Dependent on the level of such interest the Council may host a Provider Information Day, with all those who respond to this notice being invited to attend.

Please note, the Council intends to use the information gathered to shape the proposed Project. Accordingly, commercially confidential information should not be provided and the Council reserves the right in its absolute discretion to use (or not use) the information provided, or any part thereof to shape any future procurement process undertaken. Information provided may be made public. Participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process. The Council will not meet any costs incurred by any party in responding to this notice or in attending any Provider information day that may be held.
