II.4)Short description of nature and quantity or value of supplies or services:
Wrexham County Borough Council, supported by the North Wales Procurement Partnership, is leading a cross Wales procurement exercise to establish a Framework Agreement for Construction Consultancy Services. The agreement will supersede the existing North Wales Framework for Construction Professional Services due to expire during August 2013.
It is intended that the framework will include the provision of consultancy/design services under the following headings in relation to (but not exclusively) Property and Housing Services:
- Architecture;
- Mechanical and Electrical Engineering (Including thermal modelling);
- Quantity surveying;
- CDM Co-ordination;
- Structural Engineering;
- Ecology;
- Landscape Architecture;
- BREEAM Assessment;
- All-In Multi-Disciplinary Consultancy Services.
The purpose of establishing this framework agreement is two fold:
1. To supplement limited resources within participating authorities.
2. To identify providers who can offer expertise within their profession where the authority does not have the internal capability of expertise.
The specific requirements for construction consultancy services to be procured under this Framework Agreement cannot clearly be defined at this stage.
To date 14 public sector bodies located across North, Mid and South East Wales have expressed their interest in participating with 2 additional organisations expressing an interest to participate once existing regional arrangements expire, it is intended that the agreement will be open to use by all public sector bodies within Wales. Further details regarding participating organisations and a full list of Welsh Public Sector Bodies can be found within the supplier briefing document available from . Please note, numbers of participating bodies are subject to change, revised information will be included with the invitation to tender documents.
The lotting strategy for this agreement has not been finalised however it it anticipated that there will be 3 distinct geographic lots for each of the categories of service bullet pointed above (North, Mid and South Wales) these will be further subdivided by, up to, four value bands based on total constructional contract value of individial projects. A market sounding questionnaire has been produced and it is requested that potential bidders complete this questionnaire to provide industry feedback on the proposed procurement strategy, this, accompanied by the briefing document is available from and must be returned by the 31.3.2013.
It is currently anticipated that the Contract Notice and Invitation to Tender documentation will be published in May 2013.
