II.4)Short description of nature and scope of works
The framework overall remit is to develop a regional North Wales collaboration procurement vehicle that can be used by the 6 North Wales Local Authorities, Further Education Colleges and Faith Schools to procure individual works projects above 4 348m GBP against the 21st Century Schools renewal programme as a condition of obtaining the grant funding from Welsh Government. Additionally, the framework will be available to procure works above 4 348m GBP for any other public buildings for the 6 North Wales Local Authorities and any other North Wales based public sector organisations.
It's anticipated that this framework will only be used for individual projects above the Public Contract Regulations 2006 Works threshold, which currently stands at 4 348 000 GBP. However, the Works threshold value may be subject to change periodically during the duration of the framework agreement.
The specific projects that may be procured under this framework agreement cannot be clearly defined at this stage. The number and size of projects that may be procured will be dictated by the allocation of the prospective framework users capital spend programme over the term of the framework agreement. The current estimation is that up to 15 projects will be procured as part of the 21st Century Schools Programme within the duration of this framework agreement, which has an aggregated total of 145 000 000 GBP. (this is estimated at this stage and is subject to detailed business cases being submitted and approved). Additionally, works on other public buildings can also be procured by North Wales Public Sector organisations, at this stage no additional aggregated value can be determined other than an indication of 50 000 000 GBP (whis is not guaranteed and subject to further clarification).
The projects let under the Framework Agreement may be of a Construct Only or a Design and Construct nature with regards to demolition, development, refurbishment or remodeling of existing properties owned and / or used by the framework users, new build projects or a combination of all these aspects inclusive of any external work associated with these projects.
The nature and types of work that may be required are (this is not an exhaustive list at this stage):

This questionnaire has been issued to the construction industry by the 6 North Wales Local Authorities (led by Flintshire and Denbighshire County Council) to seek feedback and consult on the proposal to develop A North Wales Schools and Public Buildings Framework for individual projects above 4 348 000 GBP.
The results from the questionnaire will kept confidential and will help inform and assist with developing the Procurement Plan, which will set out the detail of how the framework agreement will will be delivered, implemented and managed, for the next 4 years.
