Forestry Commission Wales will be awarding a framework agreement to a single supplier for the supply of all Wales Helicopter Fire Fighting Support from 2012 to 2015.
Our intention is to award this framework agreement for a period of 3 years.
Forestry Commission Wales (FCW) utilises helicopter fire fighting to support the Fire and Rescue Services where a fire has become well established and / or is out of control on the land we manage or neighbouring land where conditions pose a threat to our or other publicly managed land. The helicopter is also used at fire sites for reconnaissance during fires and post fire damage assessment.
FCW requires a suitably qualified and experienced supplier to be on daily standby and respond to call outs (within the times stated in the tender), for a six month period from 1st March to 31st August each year for fighting forest or heathland fires by aerial application of water. The Framework may also include land within Wales managed by other public bodies such as Brecon Beacons National Park (BBNP).
The All Wales Helicopter Fire Fighting Support Tender is offered as one Framework across Wales. Duties will primarily involve helicopter cover over Coed Y Cymoedd Forest District (South Wales) with flexibility to cover other FCW managed land in Wales. In addition there may be a requirement to cover other publicly managed land in Wales particularly Brecon Beacon Nation Park. FCW reserves the right to call off additional services at the contracted rates out-with the standby period should they be required and providing the contractor is in agreement and has the appropriate resources available.
Our intention is to award this Framework Agreement for a period of 3 years (2+1). The anticipated start date is 1st March 2012.

The total value of this framework agreement over the entire period including any extension options will be in the region of 135 000 GBP to 450 000 GBP.
This is made up of two elements:
Standby estimated value over three years 135 000 GBP to 180 000 GBP.
Active fire fighting this will only be if the Fire and Rescue Services require assistance. This could take the Framework Agreement up to a maximum of 450 000 GBP if the helicopter was used every year during the Agreement period.
