The Buildings at Risk Register (BARR) for Scotland highlights properties of architectural or historic merit that are considered to be at risk or under threat. To be at risk a building does not necessarily need to be in poor condition, it may simply be standing empty with no clear future use. The aim is to maintain the BARR so that it provides robust and consistent data for the National Performance Framework; and provides a secure basis for future decision making within Historic Scotland and the wider sector.

Since this service was originally procured, it has been announced by Scottish Ministers that by April 2015 the Royal Commission on Ancient and Historical Monuments in Scotland (RCAHMS) will merge with Historic Scotland to form a new body, Historic Environment Scotland (HES). In effect this will mean that the Buildings at Risk Register requirement will be taken ‘in-house’ to HES. Extending the current arrangements provides the opportunity for a full review of the service with the potential to identify improvements which can be implemented as part of HES and prior to the full merger.
