II.1.5)Short description of the contract or purchase(s)
The Highland Council wishes to enter into a Framework Agreement with suitably qualified and experienced Service Providers, to provide Road Haulage Services within the Highland Council Area on an as and when required basis.
The Framework shall be divided into six (6) lots by the type of haulage required as follows:
Lot 1 - Haulage of road salt, which is further subdivided into eight (8) lots by geographical area:
Sub Lot A - Badenoch and Strathspey.
Sub Lot B - Caithness Area.
Sub Lot C - Easter Ross Area.
Sub Lot D - Inverness Area.
Sub Lot E - Lochaber Area.
Sub Lot F - Ross & Cromarty Area.
Sub Lot G - Skye & Lochalsh Area.
Sub Lot H - Sutherland Area.
Will commence on expiry of current contract 30.11.2014.
Lot 2 - Haulage of mechanical plant and vehicles, will commence immediately on award of the Framework.
Lot 3 - Haulage of graded aggregates, sands, gravels and other unbound materials, will commence immediately on award the Framework.
Lot 4 - Haulage of hot bituminous mixtures, will commence immediately on award of the Framework.
Lot 5 - Haulage of graded aggregates from Sconser quarry, Isle of Skye, will commence immediately on award of the Framework.
Lot 6 - Skip servicing
Sub Lot 6A - Inverness and Moray Firth, will commence immediately on award of the Framework.
Sub Lot 6B - Skye, will commence immediately on award of the Framework.
Sub Lot 6C - Lochaber, will commence immediately on award of the Framework.
Sub Lot 6D - Highland Wide Bonded Asbestos, will commence immediately on award of the Framework.
Service Providers may submit prices for one or more lots, one or more sub-lots. Prices for each lot will be assessed independently of the other lots as follows:
- For Lots 1-5 and Sub Lot 6D, Contractors may provide prices for one, some, or all of the routes.
- For Sub Lots 6A-6C inclusive, Contractors must price for all trips within the Sub Lots otherwise their Tender will be set aside.
On award for Lots 1-5 and Sub Lot 6D, all Contractors submitting a Lowest Cost Compliant bid, shall enter the Framework Agreement for Lots 1-5 and Sub Lot 6D.
On award for Sub Lots 6A-6C inclusive, one Contractor submitting the Lowest Cost Compliant bid, shall enter the Framework Agreement for Sub Lots 6A-6C inclusive.
The Framework will be for a three (3) year period with the option for the Authority to extend by one (1) additional year.

For the avoidance of doubt, each Lot or Sub-Lot shall be treated as an individual Contract, and shall be individually evaluated and awarded.
