Clackmannanshire Council has recently undertaken a successful proof of concept using WiMax technology to deliver mobile high speed broadband to Alloa West and Tillicoultry. This has demonstrated to us that existing and emerging technologies are now becoming available that could enhance broadband availability in previously hard to reach areas at a much reduced cost and with minimal disruption to existing infrastructure. This is in line with both Clackmannanshire's Local Plan and Stirling's economic development objectives.
Having been successful in gaining funding from the LEADER Broadband Challenge Fund, Clackmannanshire and Stirling Councils are seeking an innovative solution to addressing poor broadband availability across parts of the Counties, particularly the areas commonly known as Alloa West, the Hillfoots villages of Clackmannanshire, and Bandeath and Touch Business Centre and nearby villages of Throsk, Cambusbarron and South Alloa in the east of Stirlingshire. Funding criteria for this work require the solution to be wireless based. Clackmannanshire Council is issuing this tender request on behalf of both Stirling and Clackmannanshire Councils.
Clackmannanshire and Stirling Councils may be prepared to provide access to and use of their existing infrastructure as part of a partnership arrangement, particularly if a commercial partner could demonstrate that this would result in a lower or no cost solution to the Councils, or indeed will generate a revenue stream through partnership working with them. While early indicators suggest that there would be significant commercial and domestic interest in guaranteed high speed Internet services in these areas, the Councils will not guarantee any commercial or domestic users will take up any offered service. Providers must evaluate and satisfy themselves as to the commercial viability of their proposed solution model.

Precise information on deadline(s) for lodging appeals: Clackmannanshire Council have incorporated a minimum of 15 calendar day standstill period at the point of information on the award of the contract is communicated to candidates. This period allows unsuccessful candidates to seek further debriefing from the contracting authority before the contract is entered into. Candidates have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the address in point I.1) of the contract notice.
