Advanced Procurement for Universities and Colleges, London Universities Purchasing Consortium, North Western Universities Purchasing Consortium, North Eastern Universities Purchasing Consortium, and Southern Universities Purchasing Consortium. Each relevant Institution/ Consortium may join the new Framework Agreement when their existing supply agreements expire; this means that from the beginning of the Framework Agreement, participation would be phased in. The Framework Agreement will also be available for use by the other UK Higher Education regional purchasing consortia as well as all Higher and Further Education institutions in the UK should they wish to join the Framework Agreement at a later date; this will be with the prior agreement of the participating consortia.

VI.3.1)Body responsible for appeal procedures
VI.3.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: APUC Ltd has incorporated a minimum 10 calendar day Standstill Period after notification to unsuccessful applicants of the award decision. The period allows unsuccessful suppliers to seek a debriefing from APUC Ltd before the framework agreement is entered into and to provide an opportunity to seek to challenge the award decision before it is implemented. A request for a debriefing made before midnight on the 2nd working day after the date of despatch of the notification of the award decision must be fulfilled at least 3 working days before the expiry of the Standstill Period. A nominated contact point to request debriefing was detailed in the notification letter. The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1) provide for remedies through the Scottish courts to be sought by economic operators who suffer (or risk suffering) loss or damage as a consequence of a failure by APUC Ltd to comply with certain provisions of those regulations and/or certain EU Community obligations relating to procurement. In summary, proceedings must be brought promptly and in any event within 3 months of the date on which grounds for bringing proceedings first arise. The relevant court will have discretion to extend the deadline if it considers there is good reason for so doing.
