The site is bounded to the south by the M74, to the north by the River Clyde, to the northwest by the B763 / A630 (East End Regeneration Route), and to the east by the Dalmarnock to Rutherglen stretch of the Argyle line railway.The CaSx is to be delivered to the Site or such other location in the UK notified by Clyde Gateway to the Supplier by June 2013.

Clyde Gateway Developments Ltd (CGDL) intends to purchase Calcium Polysulphide (CAS No. 1344-81-6) (CaSx) for use in remediation works at Site 1, Shawfield, Glasgow.
The Site contains three zones that require remediation because they are contaminated with hexavalent chromium. Treatment with CaSx is the designed remediation solution. The method selected for treatment is injection of a controlled solution of CaSx into the groundwater regime.
There are two specifications of CaSx which CGDL would be willing to purchase, namely:
Specification A: CGDL's specialist soil remediation consultant has identified a variant of CaSx which has a high degree of reactivity and is therefore capable of remediating the contamination at lower volumes than other forms of CaSx. The estimated volume of Specification A that is envisaged to be required following recent bench scale testing is 270 tonnes.
Specification B: CGDL will also accept tenders which offer to supply CaSx which has a chemical composition based on CaS5 as the predominant species. The estimated volume of Specification B that is envisaged to be required following recent bench scale testing is 5000 tonnes.
The CaSx is to be supplied in the form of a 25 % to 29 % solution. The solution will be diluted further by the contractor appointed to deliver the Works before it is injected into the soil.
CaSx is a specialist chemical subject to EU Regulation No. 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals ("REACH"). Before entering into the contract(s), CGDL will therefore require Suppliers to exhibit evidence that they have obtained REACH pre-registration or full registration as appropriate, and that their registration permits them to import the quantity of CaSx that they have offered to supply.
To secure supply within a timescale which facilitates subsequent redevelopment phases of the Site, CGDL intends to purchase CaSx concurrently with the appointment of a contractor who will be engaged to carry out the Works. The Works will be carried out to the approval of the Regulator (South Lanarkshire Council) and Scottish Environmental Protection Agency in compliance with the relevant Conditions within the Planning Approval CR/12/0099.
For the purposes of this procurement exercise, the supplier is requested to demonstrate the volume of CaSx that they can source and deliver to site in advance of the current projected site start date of June 2013.
The Supplier will be required to arrange for the CaSx to be tested to the entire approval of CGDL's appointed environmental engineer. Testing will be done to an accepted industry standard and undertaken by an accredited independent laboratory to establish pH, Density and Reductive Capacity and demonstrate that the CaSx meets with the specification. A random sample of 30% of the IBC's to be supplied should be tested. Please note that testing will be required at the manufacturing site prior to transportation, and at the contractors premises following delivery. As part of the tender return, the Supplier is required to confirm the means of how this will be achieved.
Suppliers are also asked to submit proposals for buy back of the CaSx if there is any excess when the Works are complete.
The contract(s), which will be for the supply and delivery of the required volume of CaSx, in one or more lots, will be novated to the contractor appointed to carry out the Works, who will take on CGDL's responsibilities under the contract. The timescales for the procurement, supply and delivery of the required volume of CaSx are currently aligned with the programme for the appointment of a contractor for the implementation of the Works.
The contract may be awarded as a single lot, or in multiple lots, if the required volume of CaSx cannot be sourced from a single supplier.

Please note that treatment with CaSx is the designed remediation solution. Offers to supply substances other than CaSx or which contemplate alternative remediation solutions will not be considered.

Description of particular conditions: 1) In order to maintain programme for the wider Project, CGDL is separately progressing the procurement of the required Calcium Polysulphide through a supplies contract and it is this supplies contract which this notice relates to. The contract, which will be for the supply of the required quantity of product into the UK, will be novated to the Main Contractor, who will take on the employer's responsibilities under the contract (including the safe storage of the product prior to its use). The timescales for the procurement and supply of the required Calcium Polysulphide is currently aligned with the programme for the appointment of a Main Contractor for the implementation of the Site 1 Enabling Works.
2) The NEC3 Supply Short Contract amended to incorporate a number of additional Z clauses will be used. A copy of same can be found enclosed within the ITT documentation.

CGDL has established an exciting overall vision for the regeneration of the East End of Glasgow and South Lanarkshire, focussed around highly significant projects such as the Commonwealth Games 2014 that seek to bring regeneration, wealth and employment to the area and its people.
A key component of this overall strategy is the creation of a new National Business District within the Shawfield area building upon the employment uses already found there, the excellent connectivity presented by the newly opened M74 project, the East End Regeneration Route and improvements at Dalmarnock and Rutherglen Railway Stations along with its strategic location on Rutherglen Road and Glasgow Road.
Thanks to its key location the National Business District will also provide a highly strategic location for employment in a Glasgow and national context.
CGDL's vision for Shawfield has recently been encapsulated within an Integrated Infrastructure and Development Framework for the site that maximises Shawfield's excellent potential to become a significant focus for employment generation.

In order to attract private sector investment into Shawfield and deliver the necessary transformational change, ClGDL is committed to undertaking a series of site enabling works at this location.
