II.4)Short description of nature and scope of works
NSS are seeking a Private Sector Partner to participate and invest in a National Centre for the Scottish National Blood Transfusion Service ("SNBTS") ("the Project”) for which an Outline Business Case has been approved by the Scottish Government.
The Project will involve the design, build, finance and maintenance of a SNBTS National Centre with an estimated cost range of 30-50 000 000 GBP which includes design team fees, group 1 equipment and group 2 transfer costs and excludes all other equipment and VAT. This is to be delivered under Scottish Futures Trust’s Non-Profit Distributing (NPD) model which is the form of public-private partnership preferred by the Scottish Government. The site of the works is yet to be finalised, however, a preferred site has been identified and outline planning permission is in place.
The overall objective of the Project is to provide SNBTS with a pharmaceutical grade manufacturing facility that will allow SNBTS to guarantee on-going blood, tissue and cell services for patients in Scotland, the flexibility to implement future safety measures in a timely and cost effective manner and the ability to continue to meet increasingly stringent regulatory requirements.
