In May 2007, Clackmannanshire Council accepted a tender from M Line Coaches to provide home to school transport for Lornshill and Alva academies and transport for pupils travelling from Clackmannanshire to.

St Modans. The contract was for a period of 5 years starting 1.8.2007, with the option to extend for a further two years. giving a 5 year contract value of 1 686 250 GBP. This was reported in the Official Journal of the European Communities. EU Official Journal Publication: 2007/S 53-065643. Given that it is necessary to have a statutory service in place for the start of school session on 20 August, the current contractor has been approached to determine his willingness to provide the extension to the contract. However they have provided the Council with a revised price for the extension, increasing the daily rate to a value above the original reported figure.

The existing contract was originally tendered on the basis of a 5 year contract with a 2 year extension. Given that it is necessary to have a statutory service in place for the start of school session on 20 August, the current contractor was approached to determine his willingness to provide an extension to the contract and has provided the Council with a revised price for the extension, increasing the daily rate representing a 28 % increase. This increase must be viewed in the context of fuel inflation increasing by 70 % since 2007 and that their has been no price increases in the present contract since its inception in 2007. Given the Council’s statutory obligation to provide the service and that most operators in this field lease their vehicles for a 7 year period, it is recommended that a 2 year extension to the contract should be undertaken.
