West Lothian Council wish to source a capable supplier/s to supply and delivery industrial gas cylinders and bulk gas to West Lothian and Falkirk Council's.
It should be noted that delivery will be expected within 24 hours and emergency deliveries -same day may be required although the council's will work with the supplier/s to try to keep emergency deliveries to a minimum. The tender contains mandatory requirements relating to Health & Safety, Risk Assessments and Method Statements for each council and requires both councils to be allocated a Relationship Manager of Senior Status to manage any issues and ensure the smooth running of this contract.
Any quantities listed are estimated and based on the previous 12 months spend. Where we have no data confirming usage we have listed the product as one unit for evaluation purposes. The contract is for 36 months with the option to extend for an additional 12 months.

The contract is for the supply of industrial gas cylinders and bulk propane gas and containers for West Lothian and Falkirk Council's. The successful supplier/s will be required to carry out any relevant H & S -Gas handling training to ensure full legal compliance. Suppliers will be required to off load gas cylinders without the assistance of the council's and store cylinders into secure cages. Method statements are required and it will be the responsibility of the successful supplier/s to carry out on going risk assessments, training and record keeping of same.
Suppliers are invited to bid for cylinder gas, bulk gas or both.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

The tender is open to all suitable organisations under the condition that they can fully service both council's requirements i.e. adequate stock levels are available.
Emergency deliveries may be required, i.e. the same day and occasionally within a couple of hours of the order being placed. Where the supplier cannot deliver as agreed, and the council's are required to collect the order, the council's may expect the supplier's to meet reasonable costs to cover resources, fuel etc.
Suppliers who cannot meet emergency deliveries should specify any delivery restrictions in their submission. Suppliers must also state if they are not willing to cover costs associated for non delivery within the agreed timescales.
Suppliers who can offer additional discounts i.e. early settlement discount etc should provide details in their tender submission.
