Clackmannanshire Council, wish to appoint an experienced conservation accredited architect led integrated design team, for the alterations and re-furbishment of the grade "B" Listed Speirs Centre in Alloa.
The service required will be to provide design proposals to completion through all stages of the RIBA plan of work that will include for the reconfiguration of the Council service provision in the Speirs Centre to include a range of functions within the parameters of the existing building. These will include a relocation to the Speirs Centre of the existing Alloa Library, provision of information services, learning facilities, community education programme facilities, customer services, healthy living centre, tourist information, museum display facilities as part of a new museum heritage trail, and coffee bar that may be subject of a franchise.
A full design team service is required, led by the architect, to include quantity surveyors, services engineers, structural engineers, planning supervisor - but also include any other specialist consultants considered necessary. Fee submission will be on a fixed fee basis including all travelling, printing, ancillary expenses, and costs for attendance at meetings,
The successful applicant will also be responsible for the appointment, control, management and payment for the individual sub-consultants required as necessary to develop and deliver the proposals.

Precise information on deadline(s) for lodging appeals: Clackmannanshire Council will incorporate a minimum of 15 calendar day standstill period at the point of information on the award of the contract is communicated to candidates. This period allows unsuccessful candidates to seek further debriefing from the contracting authority before the contract is entered into. Candidates have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period.
