This is a variation of Project 5379 - LPS Inspire Portal. This is being awarded as a DAC due to a derogation under the regulations when for technical reasons the contract may only be awarded to a particular supplier (regulation 14 (1) (a) (iii)). It may be possible to rely on this derogation for this contract and award the contract to ESRI who are the only suppliers with the intellectual property rights to perform the upgrade.
