Translink intends to appoint a suitably experienced and qualified Economic Operator, to provide Independent Environmental Technical Advisory Services relating to land contamination and associated environmental liabilities in connection with Translink's operational requirements and land portfolio management activities.
Operators will be required to work at a strategic management level across all Divisions that make up the Translink and NITHCO organisations. Services are expected to be predominantly required by the:
Safety, Health and Environment Department (SH&E;);
Infrastructure and Property Division;
Procurement Department.
To ensure independence in the advice provided throughout this contract, Translink seek to procure Operators that do not provide environmental consultancy services in the form of site investigation (including sub-contracting works), remediation contracting and/or emergency environmental response services. Economic Operators providing services to Translink as part of the existing Framework for Environmental Assessment Services would also be deemed unsuitable to qualify for these works

VI.3.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
