There is a derogation under the Public Contracts Regulations 2006 (as amended) to award a contract to a single supplier for reasons connected with the protection of exclusive rights for technical reasons (regulation 14 1 (a) (iii))
On the basis that this relates to the renewal of licences for an existing managed service until 31/07/2016 it may be possible to rely on derogation due to exclusive rights.
