Newtownabbey Borough Council is seeking options for treatment, recycling and/or waste disposal for the period 1.11.2013 to 30.4.2014 with the option by the Council of four periods of extension of 3 months each subject to review and performance. This contract effectively manages the municipal waste collected by the Council. The Contract will deal with up to 20,000 tonnes per annum. This is an indicative tonnage and does not constitute a guaranteed tonnage. Contractors are requested to submit fixed prices based on the potential 18 month term of contract. Estimated value (excl VAT) ( including landfill tax) 2 500 000 GBP over the potential 18 month contract.

Precise information on deadline(s) for lodging appeals: Newtownabbey Borough Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
