Transport Services Branch (TSB) of the PSNI is seeking to establish a call-off arrangement for the supply of nearly new amd used vehicles. Following an evaluation process, as detailed in the tender documentation, PSNI intend to appoint a minimum of 3 companies to a select list (Appointed Companies).
Each time there is a requirement, a mini competition will be held amongst all parties listed on the call off arrangement. Each party will be issued with an Invitation to Tender via the eSourcingNI portal. Parties will then be required to log-in to eSourcingNI where they will be able to access the tender pricing matrix. This matrix is then to be completed and uploaded into eSourcingNI as per the instructions issued with the pricing matrix.
PSNI / CPD will then assess the response received against each individual vehicle for compliance with the mandatory vehicle requirements as stipulated within the Pricing matrix.
Failure to meet any of the mandatory vehicle requirements for a specific vehicle will result in the price tendered being excluded from the evaluation.
Those submissions that fully meet the mandatory vehicle requirements will be evaluated on the basis of the cost price submitted in order to identify which company is offering the best price for each individual vehicle. The lowest priced vehicle will be purchased subject to PSNI business case approvals.
Orders under this call off arrangement will be placed on an individual vehicle basis and not an overall price tendered for all vehicles on the pricing matrix.
