1. A Contract will be awarded and administered by Craigavon Borough Council for the recycling and processing of co-mingled mixed dry recyclable waste collected at the kerbside by or on behalf of the Council from household and commercial properties andany co-mingled mixed dry recyclable waste collected at civic amenity sites ("MDR”).
2. The Contractor shall provide Services that includes the following elements:
- acceptance of MDR delivered by the Council to a designated Transfer Point provided by the Contractor,
- sorting and processing to render the MDR suitable for re-processing or end market use and reduce, as far as practicably possible, the incidence of materials being rejected,
- marketing and sale of recyclable materials,
- transfer on to end markets and re-processing facilities,
- transfer of contaminated wastes and rejects to appropriately licensed recovery or disposal facilities,
- reporting and auditing.
3. For the purposes of this Specification "processing” is used to describe all Contractor activities post collection of MDR materials from, or receipt of MDR materials at, Transfer Points to render the material suitable for reuse or recycling including the sale and delivery of the recyclable materials to reprocessing facilities and end markets.
4. The Contract forms an important part of the Council’s forward looking strategy to the management of waste in its area and will make an essential contribution towards increasing recycling rates so as to achieve by 2020 the 50 % household waste recycling.
2. The Contractor shall provide Services that includes the following elements:
