Translink operate a fleet of 1400 buses and coaches and 150 railway vehicles across Northern Ireland. These are maintained in workshops in the greater Belfast Area and garages across Northern Ireland.
Translink requires a competent contractor(s) to provide the following:
- Supply Lubricants for all Translink Vehicles Bus and Rail,
- Deliver Lubricants to all Translink Locations across Northern Ireland,
- Collection & Disposal of Unused Lubricants and/or Containers,
- Supply Anti-freeze for use on bus and rail vehicles to all Translink Locations across Northern Ireland,
- Supply Selective Catalyst Reduction Additives i.e. Ad-Blue or equivalent for use on bus vehicles to all Translink Locations across Northern Ireland,
- Provide Technical Support for any products supplied and any issues that may arise on the vehicles that they are used on.
The estimated spend (based on historical usage) for each of the Lots below is as follows (Note that as many of the existing products can be used for several tasks the annual values have been estimated):
- Lot 1 Lubricants 290 000 GBP,
- Lot 2 Anti-Freeze 120 000 GBP,
- Lot 3 Selective Catalyst Reduction Additives 80 000 GBP.
The initial contract will be for a period of 3 years with options to extend for a further 3 periods of 2 year each.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
