Project informationThe States of Jersey (The Authority) is going to tender to find companies able to treat and recover / recycle Incinerator Bottom Ash (IBA) produced on Island, including managing all products and residues arising from processing, and invites expressions of interest from companies that are able to provide this service.
The States of Jersey produces approximately 15 000 tonnes of IBA per year from the treatment of municipal solid waste (MSW) and commercial waste that is similar in nature to MSW. Jersey's energy from waste (EfW) facility began full scale operation in 2011 and incorporates gas cleaning that enables emissions to meet the limits established in the EU Waste Incineration Directive (replaced by the EU Industrial Emissions Directive).
The States of Jersey and has a need to implement a new regular export arrangement. This will form the States of Jersey's long term strategy to manage IBA.
There has been no analysis of the IBA to confirm waste classification or whether the IBA produced on Island is hazardous or not. However prior to this analysis being undertaken it is expected that the IBA produced on Island will be classified under EWC code 19 01 12.
Because this material will be exported for recovery / recycling only, there is no restriction on where it can be sent within the European Union. Therefore expressions of interest are invited from all companies at this point regardless of location.
It is envisaged that at tender stage Contractors will have the opportunity to price for a full turn-key solution to include collection from site in Jersey, onwards shipping and haulage to the contractors IBA outlet as well as opportunity to price for receiving the IBA at the outlet from separate hauliers contracted by the States of Jersey.
