The successful tenderer will be required to provide day school nursery provision at both Gloucestershire College's Day Nursery facilities located in Cheltenham and Gloucester.
Gloucestershire College has carried out a recent review of its Day School Nursery facilities and service provision at Cheltenham and Gloucester, which are currently operated on an in-house basis. The Executive Team has decided to put both Cheltenham and Gloucester Day School Nurseries out to competitive tender.
There are two other Day Nursery facilities located at Tewkesbury and 5 Acres campuses which are operated on a rented basis. For the avoidance of doubt these are not part of this tendering exercise.
The rationale behind this decision is not only to ensure Best Value principles are achieved for both the College and its Day School Nursery customers, but to review and where possible improve the daily delivery of this service provision to the children that attend these facilities. Current annual turnover of both facilities is circa 500 000 GBP and it is the College's key objective to operate both facilities on a profit return basis to the College.
The College realises that the running and management of day nurseries is not a core competency. There are limited benefits to curriculum areas and ways to continue to benefit from work experience opportunities will still be considered going forward and will be part of the contractual requirement of the successful contractor.
Gloucestershire College is totally committed to its robust Safeguarding and Child Protection Policies and this will play a major part when evaluating the tender submissions.
Staff and students with children in the Nurseries will be protected through phased price increases and Staff and Students will continue to be given first priority for places in the future.
The contract term will be 3 years commencing on 3.11.2014, however this may be extended by a further 2 years if the College Executive Team see both qualitative and quantitative benefits in doing so.
