Neath Port Talbot County Borough Council (NPTCBC) would like to select a development partner (or consortium) with a suitable track record to deliver a residential led mixed use scheme at the former Afan Lido and Overflow Car Park Sites, Aberavon Beachfront, Port Talbot.
The two sites extend to an approximate site area of 3.1 Hectares (7.5 Acres).
It is anticipated that the development partner will provide a capital receipt for the freehold interest of the site. A proportion of this capital receipt will be payable on the signing of the Development Agreement with the remainder on completion of the transfer of the freehold, which will only be granted on the satisfactory completion of the development, in accordance with the Development Agreement that the successful developer will be required to sign.
The selected developer will be expected to obtain planning permission and deliver the development in a timely manner as agreed with NPTCBC.
Any proposal should provide physical regeneration through a predominantly residential development but it is also expected that the former Afan Lido site will provide at least 1 200 m² (GIA) of non-residential mixed use development.
The development partner will be responsible for all costs involved with the development. The aim is to start on site from July 2016 with tender documentation being published early Summer 2015.

Accordingly, NPTCBC is carrying out a soft market test via this PIN to allow potential developers to register their interest in these sites and to provide feedback which NTPCBC may use to assist with the drafting of the tender documentation and Development Agreement that will accompany the Invitation to Tender.

This Prior Information Notice (PIN) is not an invitation to tender. The purpose of this PIN is to serve as an indication of proposed future procurement by NPTCBC, though it may be subject to change, and does not constitute any commitment by NPTCBC to undertake any public procurement exercise in the future.
This PIN is also issued for the purpose of conducting a soft market testing exercise to allow interested organisations to express their interest in the opportunity and also to provide comments on the proposals with no commitment on behalf of themselves or NPTCBC. It is not intended to enter into detailed discussions with any organisations at this stage on the Project.
