This invitation to tender (ITT) has been prepared for the tendering of the workforce development programme, (WDP), in Wales.
The WDP is a programme of tailored advice and support to enhance the skills of the workforce, leading to improved business performance.
To support the delivery of the WDP this ITT will award contracts for 3 specific roles:
- Workforce development advisor, (WD Advisor),
- Investors in people specialist, (IiP Specialist),
- Specialist development coach, (SD Coach).
The WDP is a framework programme that provides an integrated package of products and services that meet the developmental needs of businesses and organisations. All activity covered by the WDP contract is based on a daily rate of 400 GBP and payment is claimed against outputs as stated in the programme specification. The daily rate is inclusive of all overheads, travel and administration costs.

This tender specification sets out information for organisations that wish to submit a tender for the provision of the:
- Workforce development (WD) advisor role, (lot 1, as referred to in OJEU notice),
- Investors in people, (IiP), specialist role, (lot 2 as referred to in OJEU notice),
- Specialist development, (SD), coach role (lot 3, as referred to in OJEU notice).
Lot 1 - WD Advisors will work with private sector businesses to discuss and identify workforce development needs and provide advice and guidance regarding provision options that will meet those needs. WD Advisors will assist businesses review their development needs and act as "honest brokers” in supporting businesses select appropriate training provision to meet identified needs. Each WD Advisor will be expected to manage a caseload of businesses, the majority of which will be self generated. Self generated businesses will need to be assessed by the Welsh Government, against the eligibility criteria in force at the time, before any WD Advisor support is approved for funding under this contract. Welsh Government approval is required before any WD Advisor services are delivered under this contract.
Lot 2 - IiP Specialists will work with organisations from all sectors to raise awareness of the benefits of investors in people as a business improvement tool and provide advice, guidance and assessment services tailored to meet the needs of each organisation. IiP Specialists will also provide advice, guidance and assessment services for the Wales Leadership Award, (WLA) that seeks to recognise organisations for excellence in leadership. Each IiP Specialist will be expected to manage a caseload of organisations, the majority of which will be self generated, but occasionally leads will be provided by the Welsh Government. Welsh Government approval is required before any IiP Specialist services are delivered under this contract.
Lot 3 - SD Coaches will already be registered IiP Specialists and will work with a group of IiP Specialists, allocated by the Welsh Government, to facilitate and support their continuous development regarding the skills, knowledge and behaviours necessary to undertake the role of an IiP Specialist. Welsh Government approval is required before any SD Coach services are delivered under this contract.
