Transport Scotland on behalf of the Scottish Ministers have identified a need for the services of an experienced consultant to undertake design development, site investigations, environmental assessments and other works necessary to complete a DMRB Stage 1 and Stage 2 Assessment for the proposed upgrade of the A82 Trunk Road between Tarbet and north of Inverarnan. Transport Scotland may require additional services associated with a DMRB Stage 3 Assessment for this section of the A82, although there is currently no commitment on the part of Scottish Ministers for the undertaking DMRB Stage 3 Assessment.
It has been concluded that this requirement would be best met through the use of a single-supplier framework agreement, which will ensure the availability of a suitably experienced consultant, for a set period, capable of executing such services in relation to the proposed upgrade of the A82.
The study area is over 16km in length and is set wholly within a National Park. The terrain is challenging throughout and imposes a range of topographic, drainage, environmental and landscape constraints on any upgrade.
The identification of a preferred alignment will require design; informed by a range of environmental, geotechnical and other engineering surveys. There will also be a significant requirement for engagement, with both statutory and non statutory stakeholders, over a wide geographic area. The A82 is an important strategic route and services provided under the terms of this framework are likely to be subject to a high degree of scrutiny.
The DMRB Stage 1 and 2 Assessment is antcipated to be undertaken from Spring 2013 to Spring 2015.
The preliminary estimate of the value of the services likely to be called-off under the proposed framework agreement is in the range of 2m GBP - 10m GBP. The estimated value of the services associated with a DMRB Stage 1 and Stage 2 Assessment, as further detailed in the Prospectus, is estimated at 2 million GBP.
