Economic operators should be note that the contract lots listed from 1 to 16 can be tendered, evaluated and awarded in any order, or delayed, cancelled or not awarded at all.
Economic operators who are invited to tender must be aware that they will be tendering on the basis, and in the knowledge, that in the situation where an economic operator is successful in winning contract lots up to a value equal to or greater than their average annual turnover then no further tenders for the Contract Lots (as listed) from that economic operator will be considered.
In that event, providing that their average annual turnover has not been met or been exceeded, and providing they are otherwise compliant, the Contracting Authority will award the contract lot to the 2nd most economically advantageous tender submitted for that contract lot.
If necessary the process outlined in the paragraph above may be repeated until a suitable economic operator from the tender short list for the contract lot is found. For example, where the economic operators with the 1st and 2nd most economically advantageous tenders submitted for the contract lot, have both met or exceeded their average annual turnover.
Average annual turnover is based on the last 3 financial years.
