NHS England is considering how best to support their statutory responsibilities for the direct provision and commissioning of healthcare in the criminal justice system beyond June 2016.
The Health and Social Care Act is increasing the scope of NHS responsibility for Health & Justice to encompass the following health care settings within England:
Residential Estate (c150 sites):
- Prisons
- Young Offender Institutions
- Secure Training Centres
- Secure Children's Homes
- Immigration Removal Centres
Temporary Estate (c390 sites):
- Police Custody
- Courts
- Sexual Assault Referral Centres (SARCs)
There is currently a national clinical information technology (IT) service for the residential estate including all prisons, young offender institutions and some immigration removal centres in England and Wales. The contract to provide this expires in June 2016.
The Health and Justice Information Services (HJIS) project is tasked with developing the investment case for future provision. It is anticipated that the project will consist of three phases:
1) a replacement primary care system for the residential estate
2) an unscheduled care system for the temporary estate
3) an additional service to support information flow between the NHS and the criminal justice system partner organisations.
Through these services, NHS England will have access to the information and the intelligence to better manage the clinical, commercial and strategic operations of the NHS and its commissioned healthcare providers across the health and justice estate.
At this stage the project intends to conduct a significant level of early supplier engagement activity for phase (1). This will support the development of the business case by helping to identify, inform and quantify a shortlist of potential service options.
The requirements for the phase (1) primary care system are expected, at minimum, to include:
- Functionality to support core GP services
- Bespoke functionality that supports the residential estate context;
- Management information reporting;
- Ability to provide full data extracts;
- Document management;
- Health record viewer capability;
- Interoperability/integration with NHS integration service (Spine) including:
- Authentication and authorisation through the use of smartcards and a national role based access control service;
- Messaging infrastructure;
- National database of patient demographic details;
- National summary care record integration;
- Method of electronically transferring a patient's full health record from one Primary Care System to another.

The project is eager to engage early with organisations who feel they can contribute to this exercise and those who currently or could potentially deliver this functionality under a future procurement.
An initial market engagement event has been planned for 24.2.2014 and will be held at the NHS England Head Office in Leeds.
It is early in the planning phase, and we are seeking to engage the market, prior to pursuing a course of action - any suggestions for fresh approaches will be very well received. The outcome of the engagement and the progression of the business case will be shared over proceeding months in future workshops (where appropriate).
