Mole Valley District Council and Merton College, Oxford, sought a strategic development partner to work with them to develop a planning strategy for the site and provide evidence to support this that allows the Local Planning Authority to consider the release of part of the site from the Metropolitan Green Belt under the current Green Belt review and the development of the whole site. Thereafter, the strategic development partner will apply its expertise and resources in working with Mole Valley and Merton College to design and develop a scheme that meets their agreed development vision and also optimises financial returns to the parties.

Precise information on deadline(s) for lodging appeals: The Council and the College incorporated a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was for a minimum of 10 calendar days, provided time for unsuccessful tenderers to challenge the award decision before a contract is entered into.
The Public Contracts Regulations 2006 (SI 2006/5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the Regulations to take action in the High Court (England, Wales and Northern Ireland).
