The overall aim of the ASC Information Portal project is to provide a repository of information and advice that is available online to citizens, customers and staff.
As well as content provided and administered by WCC the Information Portal will also contain refreshed content from trusted sources with appropriate online links to those information sources where required. The Information Portal must be accessible to all through various mediums with functionality to enable those with a sensory impairment to use and able to meet individual communication needs, including the use of interactive technology which should encourage an active dialogue and empower individuals to make their own choices of support and care.
WCC will require reporting information from the Information Portal, this will include information regarding the usage of the portal and the nature of the information sought, the purpose of which will be to inform the Council of the needs of the local population in respect of Adult Social Care.
Whilst the initial tender exercise is for an Adult Social Care Information Portal WCC requires any solution to be flexible and expandable to offer other functionality subject to separate purchase. This functionality should include
Self-assessment module
Interface to its care management system, CareFirst
A Personal Assistant register
Support Planning tool
E-commerce
The overarching outcomes of this project would meet the following requirements from those seeking support and care from WCC
they have the information and support needed in order to remain as independent as possible with or without recourse to ASC funding
they have access to easy to understand information about care and support which is consistent, accurate, accessible and up to date
they know where to go to get information about what may be going on in their community

The provision of information, advice and signposting is integral to the Personalisation agenda of WCC. WCC is considering a commitment to signing up as a Making it Real site as part of Think Local Act Personal. Information on Think Local Act Personal and Making it Real can be found at: www.thinklocalactpersonal.org.uk/

Based on the draft Carer and Support Bill it is likely that the Provision of information and advice: how to access care and support; choice of types of care and support available will become a duty placed on local authorities when the bill is enacted in April 2015.
