The contract has as its object services listed in Annex II B to the Directive
The BBC currently obtains Interactive Services from an external provider ("Services”). This contract is due to expire on 30.09.2015.
The BBC is reviewing its options for a number of related service and technology contracts, and doing so at a time of enormous change for the organisation. Developments in technology, connectivity and digital media delivery since the time the Services contract was originally let mean that the potential scope of the Services, when aligned to the BBC's related service and technology contracts, could be greater than those contemplated under the current contract. The BBC is therefore going to review the metadata publication chain and the boundaries which currently exist between various parts of the operation and those responsible for delivering them, in order to determine the proper scope of its future Interactive Services.
The BBC has therefore decided to enter into an extension of the existing contract with the incumbent provider for a period of 18 months commencing 1.10.2015. This will allow it to align the contract end date for the Services with other relevant and related service/technology contracts, with sufficient time to determine the very best and most economic and efficient resourcing solutions for the BBC and its Licence Fee payers without placing the Services at additional significant operational risk during an operationally critical year (2016 sees the BBC broadcasting a number of planned major events including the next Olympic Games)
A recent RFI exercise has demonstrated market interest and capability in providing these services. The BBC intends to carry out further market soundings in Q3 2013 and commence a competitive process in Q1 2014 to award a contract for its Interactive Services for the period following the expiry date of the extended contract. Timing of the award of the subsequent contract will allow sufficient time to transition to the new solution and operating model from 1/4/2017.The complex and broadcast critical nature of the Services means that any such transition would necessarily have to take place over a period of at least 24 months.
