Northumbria Healthcare NHS Foundation Trust (the "Trust") would like to undertake a market consultation exercise, to consider the options available, from which a procurement strategy can be developed, in relation to the provision of a waste management service.
The Trust is looking for innovative solutions to facilitate waste management and is open to suggestions to how best optimise their waste management requirements.
The Trust expects that any resulting service will encompass some or all of the following waste streams:
- General;
- Recycled;
- Offensive;
- Hazardous (non-healthcare);
- Confidential(including Hard Drive/Removable media);
- WEEE (including IT waste);
- Furniture.
The Trust's initial expectations from any resulting procurement exercise include the following:
- a positive impact on the Trust's cost base;
- a shift from current practice to a total waste management basis;
- minimising, as far as is practicable, carbon emissions and improving the Trust's sustainability credentials;
- reduction in the amount of waste sent to landfill;
- improvements in waste segregation;
- introduction of sustainable systems to reduce waste production on site;
- Trustwide waste audit and monitoring systems;
- measurable KPIs and methods of measurement for improvement and incentivised cost savings;
- Bespoke management information via a central reporting system;
- information and awareness to staff in best practice waste management principles;
- continuous supplier innovation and future proofing.
It is anticipated that any resulting service would be implemented across the Trust's existing sites listed below:

In addition it is envisaged the service would be implemented at our new Specialist Emergency Care Hospital and, following the acquisition of, North Cumbria University Hospital NHS Trust, West Cumberland Hospital.
The Trust reserves the right to amend the sites requiring the service both during the tender exercise and during any term of any subsequent Contract.

Any organisations (tenderers) wishing to provide details of the types of service that they may be able to provide in respect of the outline requirement referred to above, and thereby assist in the development of the Trusts market place knowledge, can do so by completing a market consultation questionnaire which can be downloaded from https://nep.eu-supply.com reference 15110 ‘Provision of Waste Management Services - PIN Expression of Interest'.

The deadline for completion of the questionnaire is 12:00 noon on 10.5.2013.
The Trust may decide to hold an open event and/or meetings with organisations that respond to this market consultation questionnaire at a later date.
Please note that:
- Non-completion of the questionnaire will not disqualify organisations from participating in any future related tendering exercise and,
- The completion of the questionnaire will not remove the need to respond to and fully comply with any future related competitive Contract Notice.
Subject to finalising the scope of the requirement and obtaining approval to proceed, it is intended that the tendering exercise will be conducted under a Part A "Restricted" award procedure, with the relevant Contract Notice expected to be published in OJEU in July 2013.
Tenderers will be required to provide their tender response electronically using the Trusts e-tendering system.
