Rutland County Council requires the services of appropriately licensed Bus and Coach operators, and Hackney Carriage or Private Hire operators, to provide Home to School and Home to College transport on five (5) bus / coach routes and seven (7) taxi routes. The number of routes and the routes themselves may be subject to revision if so warranted by the authorised travel needs of students. Such changes may occur prior to the issue of the tender document and / or during the currency of the contract.
The transport provision is for a mix of ages, and, particularly for the SEN taxis, for a range of abilities.
Some of the taxi routes, where identified, will require an escort (passenger assistant). This will be a responsible adult other than the driver, holding a suitable first aid qualification, who will ensure that passengers travel in such a manner that they pose no harm or risk to themselves, the driver or any other passengers. An escort's duties may include having to assist passengers between pick-up and drop-off points and the in / out of the vehicle.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: Rutland County Council will incorporate a minimum 10 day standstill period at the point of notification of the decision to award the contract. The decision notice will incorporate the award criteria, the reasons for the decision, the reasons (if any) why a tenderer did not meet any specification, the identity of the successful tenderer and a precise statement of when the standstill period is expected to end. Any appeal or challenge against the award decision must be communicated to the address stated in I.1 above within the standstill period. If an appeal or challenge to award the contract has not been successfully resolved the Public Contract Regulations 2006 As Amended provide for aggrieved parties to take action in the High Court. Any such action must be brought promptly (generally within 3 months, although this time period may be reduced to 30 days in certain circumstances). Where a legal challenge is launched the Contracting Authority would be obliged to suspend the making of a contract. Where a legal challenge is made after the contract has been entered into then that contract could be declared ineffective and / or shortened and / or a fine imposed by the Court.
