This contract is a framework contract for the provision and distribution of milk and dairy products to NEPO, YPO, member organisations and potentially other Public Buying Orgnaisations, local authorities or public sector bodies within the UK as detailed above.
The framework is envisaged to operate with a core list of products with all other items offered at a discounted price.
The tender is separated into 3 main lots which are:

Successful Contractor(s) awarded onto the framework will automatically be allocated to these sub-lots unless they specify that they do not wish to be included. As the National sub lots will be automatically populated with the successful bidders for the NEPO and YPO sub-lots, the National sub lots will not be scored and bidders are not able to bid for the National sub lots as a standalone requirement. The participating OCB will undertake a further competition.
Tenderers are invited to submit bids for one or more lots.
Where member organisations have existing arrangemetns in place it should be noted that they may not wish to participate in the framework agreement or may participate when their exisiting contractual arrangements have expired.
Whilst initially for use by local authorities and educational establishments served by Pro5 as Central Purchasing Bodies defined by the EU Combined Procurement Directive 2004/18/EC the Framework Agreement will be open to the entire public sector, other public bodies, such as the Police, Fire and Rescue Service, NHS Bodies and registered charities within the UK and to those central government departments and their agencies that wish to use it. Any OCB described below may utilise the resulting Framework Agreement from the commencement date.
