Operation of a refuse site. Refuse and waste related services. Refuse transport services. Refuse recycling services. The Recycling Village at Middlefields in South Shields is provided to discharge the Council's statutory duty under Section 51 of the Environmental Protection Act 1990.
The Recycling Village, opened in September 2006, won the prestigious Let's Recycle C A Site of the Year in 2007 through its innovative blend of recycling facilities, a retail facility and the opportunity it presented to influence and significantly change the mindset of the public with regard to waste. Key aspects of sustainability were incorporated in the design, including a grey water capture and usage system, solar energy and wind power.
The facility comprises six aspects:
1. A covered tipping area with a wide range of containers in which to deposit materials brought onto the Recycling Village, with the emphasis on material segregation and storage. Positive interaction with customers to the facility is a key part of its operation, as is the consideration for disabled users. "Best Practice” has been incorporated into the design to safeguard the health and safety of users and staff.
2. The transport of collected materials to various destinations to enable its processing or disposal.
3. A "Bring Site” for recyclable materials.
4. Reception and storage areas for Waste Electrical and Electronic Equipment (WEEE) and Post-Consumer Batteries.
5. The Community Shop, operated by the Council's partner, Groundwork South Tyneside, acts as a catalyst for environmental, recycled and reclaimed products and information about the environment. The shop sells a wide range of refurbished, recovered and reprocessed products provided through links with the Council's partner organisations, including reconditioned washing machines, fridges, freezers and cookers, bicycles, soil conditioner, wood chip, and an extensive range of environmentally friendly cleaning products and other related environmental goods.
6. The Education Centre is a key part of a longer-term strategy to engage with future generations who will help to shape South Tyneside into a clean sustainable Borough for its residents and visitors. The Centre has full-time Education Officers employed by Groundwork South Tyneside who work with schools, inviting groups of children for classes on recycling and wider environmental issues. The facility is used for small events including consultation with our Youth Parliament, Forum 50 and residents groups.
South Tyneside Council is seeking the provision of a Service that will primarily assist with the first and second aspects set out above, but which will also contribute to the successful and efficient operation of the others. The Service will also be responsible for the overall cleanliness of the facility and opening and closing each day.
