The previous Prior Information Notice which was published on 15 December 2011 referred to a possible future requirement for commercial solutions relating to the operation of the Defence School of Transport at Leconfield, and invited industry to engage with the MOD's Army Recruiting & Training Division (ARTD) Project Team on an informal "without commitment" basis to gauge the level of interest from industry and to discuss a range of potential opportunities and options for reducing operating costs and transformation / modernisation of training delivery and support services at DST. Interested Parties are requested to note that this period of informal engagement with industry has now concluded.

Interested Parties are requested to note that the Contracting Authority's informal pre-procurement engagement with industry has now fully concluded. In the event that a formal commercial solution is subsequently sought in respect of DST Leconfield, interested parties should note that a formal competitive dialogue process and an appropriate Contract Notice shall be published in OJEU in due course to solicit formal Expressions of Interest from Industry Providers who wish to be considered for participation in such a competitive tender process. Interested parties should note however that selection for participation in any formal Competitive Tender process is likely to be subject to pre-qualification processes.

Advertising Regime OJEU: These contract opportunities are published in the Official Journal of the European Union (OJEU) and the MoD Defence Contracts Bulletin. The award of any subsequent contract arising from such requirements is currently anticipated to be subject to the Public Contract Regulations 2006, based on the current anticipated scope of a future requirement. MoD reserves the right to revisit this in the event that the scope of a future requirement changes, in which case the provisions of the Defence & Security Public Procurement Regulations 2011 may apply. In the event that the Contracting Authority does decide to proceed with a commercial solution for its DST Leconfield Project, a Contract Notice will be published in due course and will confirm to which specific regulations (PCR 2006 or DSPCR 2011) the award of any subsequent contract is to be subject.
