The Norfolk County Council wishes to procure the provision of housing related support using accommodation based settings for:

- Single people who are homeless or at risk of homelessness.

- Young people aged 16-24 who at risk of homelessness and social exclusion.

- Victims of domestic abuse (women and their children).

These services will support the principles of the Promoting Independence Strategy which includes a priority to enable people to get back on their feet as soon as possible following a crisis or set back. These services will support the housing and homelessness strategies of the City and District councils. The Providers will be required to collaborate closely with the other agencies in housing pathways to support people into independent living.

The provision of housing related support in refuges for victims of domestic abuse.

The aim of the service is to provide temporary accommodation for up to 2 years with housing related support for women and their dependent children fleeing domestic abuse. A refuge is a safe house where women and any dependent children can be sure they are safe and where they can access emotional and practical support from staff who understand what they have been through.
