Southern Construction Framework 4.
This notice gives prior information of a forthcoming procurement process that will establish a successor framework to the existing Southern Construction Framework (SCF).
The existing SCF framework delivers construction capital projects to around 50 public sector clients across SW England, SE England and London. Current annual spend is circa 500 000 GBP.
Contractors are invited to attend a Supplier General Information Day on 11.7.2017 commencing at 14:00 at the National Self Build and Renovation Centre, Lydiard Fields, Great Western Way, Swindon. SN5 8UB.
The intent is to brief contractors on the positioning of SCF in the market and our operating model and to engage in discussion with contractors on SCF 4, due to launch in April 2019.

Southern Construction Framework 4 - South West
In the counties and authorities of Cornwall, Plymouth, Devon, Torbay, Somerset, Wiltshire, Dorset, Gloucestershire, South Gloucestershire, Bristol, Bath, NE Somerset, N Somerset, Bournemouth, Poole.
This framework will be open to all public sector organizations in SW England for construction works over 2 000 000 GBP in value.
By exception, there may be some projects below this value.
Typical projects will typically comprise construction of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings.
The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures.
The scope may include ancillary projects as part of a larger development.
SCF is not intended to be used for highways, infrastructure works, (e.g. rail, canal, coastal defences, river defences, bridges, viaducts, pipeline or tunnelling).
The contract model will be two stage open book to allow collaborative working and early contractor involvement.
The overall spend over the 4 year period commencing April 2019 is estimated to be up to 1 500 000 000 GBP
It is anticipated that there will be up to 10 contractors on this lot.

This framework will be open to all public sector organizations in SE England for construction works over 4 000 000 GBP in value.
By exception, some projects may be less than 4 000 000 GBP.
Typical projects will typically comprise construction of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings.
The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures.
The scope may include ancillary projects related to a large development.
SCF is not intended to be used for highways, infrastructure works, (e.g. rail, canal, coastal defences, river defences, bridges, viaducts, pipeline or tunnelling).

The purpose of this notice is to invite contractors to a Supplier General Information Day at the National Self Build and Renovation Centre, Lydiard Fields, Great Western Way, Swindon, SN5 8UB on 11.7.2017 commencing at 14:00.
Please arrive at 13:30 for registration.
The event should finish at around 16:30.
The Southern Construction Framework (SCF) is now halfway through the third generation.
The intent of the General Information Day is to brief contractors on the positioning of the SCF in the market place, our operating model and also to engage in discussion with principal contractors about the next generation SCF 4, due to launch in April 2019.
The event would not suit sub contractors, consultants or suppliers.

The Southern Construction Framework 4 is being jointly procured by Devon County Council and Hampshire County Council.
We anticipate that the contract notice /PQQ will be published in April 2018.
We will issue another PIN notice in January 2018 to invite contractors to another Supplier Information Day in February 2018
This February Supplier Day will consist of a more detailed presentation of the SCF 4 framework specification with opportunity for Questions and Answers.
